Manager, Roads & Construction Services 


Reporting to the Director of Public Works Operations, the Manager, Roads and Construction Services will be responsible for the day to day operations of the section. 

  • Full-service strategic and tactical input and direction for all roads and construction services including the major areas of Richmond’s roadways infrastructure, and construction trades services.
  • Development of the departmental work team to facilitate full partnership and accountability for high quality maintenance work plans, construction projects and receivables.
  • Accountable for developing, implementing, and overseeing snow removal plans, coordinating response efforts with external partners during inclement weather, and managing road maintenance crews to ensure safe and functional roadways in the City of Richmond, including working outside regular hours as needed.
  • Developing, monitoring, initiating and implementing changes to current and new programs.
  • Ensuring that regulations, bylaws, work practices and procedures are implemented and followed.
  • Preparation and monitoring of operating budgets, estimates, records and reports.
  • Preparation of recommended policy documents for Council consideration pertaining to operational area, i.e. snow removal, sidewalk policy, etc.
  • Liaising with external agencies to ensure timely and quality service to user groups.
  • Interacting and presenting to City Council and Administration as required.
  • Management and leadership of staff, including recruiting, evaluating, succession planning, performance reviews and attendance supervision.
  • Conducting incident investigation and playing an active role in Grievance meetings.
  • Representing the City at various regional meetings.
  • Directing staff to appropriate action on issues presented by internal and external clients.
  • Handling complex and contentious problems, making decisions in chaotic conditions, making informed technical decisions, making sound and timely decisions under pressure and solving problems in an orderly and efficient manner.


Qualifications
The successful individual will hold an Engineering or Civil Engineering degree with significant experience in the Municipal Government operations, with a minimum of five years of experience in a safety and service management capacity in Public Works operations.

They will also bring applied experience in strategic planning, staff management, budgeting and risk management; financial management principles including controls, mitigating risk, contractual and legislative obligations.  Motivation, team building, and interpersonal skills will be partnered with the ability to respond to and manage the operation of emergency situations providing decisions and direction.

Eligibility for registration with the Applied Science Technologists of BC is an asset.

An equivalent combination of education and experience may be considered.
